The U.S. Senate gave final legislative approval Thursday to a major overhaul of the rules governing the nation's financial system. The measure is the biggest overhaul of U.S. financial regulation rules since the Great Depression of the 1930s, and analysts say its passage is a major legislative victory for President Barack Obama and his Democratic Party.
Senate Democrats managed to garner the 60 votes they needed to thwart procedural roadblocks by opposition Republicans and pave the way for final passage of financial sector reform legislation. They did it with the help of three moderate Republicans who voted with them, Scott Brown of Massachusetts, and Olympia Snowe and Susan Collins of Maine.
Democratic Senator Kirsten Gillibrand of New York announced the results of the procedural vote.
"On this vote, the 'yeas' are 60 and the 'nays' are 38," she said. "Three-fifths of the senators duly chosen and sworn have voted in the affirmative; the motion is agreed to."
Democrats only needed a simple 51-vote majority to pass the bill. The House of Representatives has already passed the financial reform bill, also with the help of three Republican votes. With the Senate approval, the bill now goes to President Obama, who is expected to sign it into law within the next few days.
Reforming the U.S. financial sector has been Mr. Obama's top legislative priority after Democrats managed to pass sweeping health care reform legislation earlier this year. With a little more than three months to go until midterm congressional and gubernatorial elections, Democrats will likely hail the legislative victories as evidence that they are tackling the economic problems that average Americans face.
Senate Banking Committee Chairman Christopher Dodd, a Democrat and one of two chief authors of the Wall Street reform bill, says he regrets that this new legislation cannot undo the suffering Americans went through when the global economic recession hit two years ago.
"I regret it can't give you your job back, restore that foreclosed home, put retirement money back in your account," he said. "What I can do is to see to it that we never, ever again have to go through what this nation has been through. And that is what this effort has been about over the last several years, to try and create that structure, that architecture.
The legislation will give the federal government new powers to break up struggling large companies whose failures might threaten the national economy. It also would create a new agency to protect consumers in their financial transactions.
Most Republicans oppose the bill, saying the new regulations on banks will stifle lending and job creation, and that they are another example of Democrats' giving the government too much power.
Republican Senate Minority Leader Mitch McConnell says most Americans oppose the legislation.
"As it turns out, the American people don't seem to like this government-driven solution to the financial crisis any more than they like the Democrats' government-driven solution to the nation's health care crisis," he said. "They don't think this bill will solve the problems in the financial sector any more than they think the health care bill will lead to lower costs or better care."
Recent public opinion surveys show voter confidence in President Obama's economic leadership is declining, and that it is unclear whether voters will give Democrats credit at the polls in November for passing sweeping and complex domestic changes.

China on Track to Be World's Second Largest Economy

China's National Bureau of Statistics says the world's third largest economy grew by 10.3 percent in the second quarter of this year, against the same period a year earlier. This is down from a rapid 11.9 percent growth in the first quarter.
The statistic bureau's Sheng Laiyun indicated to reporters in Beijing Thursday that the government has engineered the slowdown.
Sheng says the government considers China's economy to be "running well," and moving in the anticipated direction.
China rebounded quickly from the global financial crisis because of a massive stimulus program and bank lending. In recent months, Chinese leaders have been clamping down on credit, as part of what the spokesman says was part of a government strategy to prevent economic overheating.
Sheng says an "appropriate" slowing down of the economic growth rate will prevent the economy from growing too quickly. He says that it also will help with China's efforts at economic restructuring.
Consumer inflation fell to 2.9 percent in June, from 3.1 percent in May. This is slightly below the government's official target for 2010 of 3 percent. Sheng says, although inflation has dropped slightly, the government will remain vigilant about rising prices because of what he describes as "uncertainties in economic development" for the rest of this year.
The latest report leaves China poised to pass Japan as the world's second-largest economy, behind the United States. China's overall output last year was just slightly behind Japan's, and its economy is growing at a faster pace than its Asian neighbor.

China's Efforts to Stimulate Consumption Face Challenges
As China's exports surged 44 percent in June from the same month last year, economists urge Beijing to ease its reliance on exports and to stimulate domestic consumption to help rebalance the global economy. Some economists say the debt crisis in Europe could add pressure on China to rely less on export income and more on domestic consumption.
The European Union is China's biggest trading partner, but a depreciating euro could push European consumers to buy fewer imports. In addition, a strengthening yuan is making Chinese products more expensive abroad.
This could hurt China's economy, which relies heavily on exports for growth. To reduce its vulnerability and to help the global economy, economists, international financial organizations and U.S. and European officials say China should encourage more private consumption.
Glenn Maguire, an economist in Hong Kong for the French bank Societe Generale, says China has tried.
"It's been talking about rebalancing towards consumption in the last two five-year plans, but it has not been able to achieve that," said Maguire.
Last year, to help cushion the economy from falling export demand because of the global financial crisis, the Chinese government handed out coupons to families to buy appliances such as refrigerators and washing machines. It also increased pension contributions for state workers.
Those steps increased domestic consumption, but not enough to radically shift from an export-dependent economy to a consumption-led one.
Olivier Blanchard, chief economist of the International Monetary Fund, says moving away from an export-driven economy is not easy.
"That implies a number of structural measures on savings and investment, and probably implies in general an appreciation of their currency to move activity to domestic use," he said.
China eased its exchange rate controls last month in a move aimed at damping complaints from its trading partners that it has artificially kept its exports cheap with a weak yuan. A stronger yuan also raises the ability of Chinese consumers to buy imports.
Wages also are rising in China, but Societe Generale's Maguire says that has had little effect on the overall economy.
"But with the pay rises your average Chinese worker is not rushing to buy BMWs, which have become 15 percent cheaper [because of the euro depreciation]," said Maguire. "What they are actually looking at the marginal change of income, seeing little bit more purchases of food, of clothing, of household appliances that are produced domestically. There we see a rebalancing of consumption but it's very, very much at the lower end of the consumer basket."
In the long run, economists say, to rebalance its economy, China needs to provide social services such as affordable health care and education. That would allow people to spend more and cut the need to save so much.

Russia Continues Drive for Membership in WTO

The United States strongly supports Russia's bid to join the World Trade Organization, or WTO, international agency overseeing the rules of international trade. It was founded in 1995, replacing an organization known as the General Agreement on Tariffs and Trade."The World Trade Organization is a set of agreements governing nearly all aspects of international trade in goods and services and also extending to the treatment of intellectual property and enforcement of intellectual property rights. In addition, it is an organization located in Geneva that enforces or helps enforce and oversee the workings of these agreements. It comprises now 153 different nation states. The largest economies that are outside the WTO are Russia and Iran," said David Christy, a trade expert with the law firm of DLA Piper here in Washington.
Anders Aslund, a Russia and trade expert with the Washington-based Peterson Institute for International Economics, says the criteria for joining the WTO are extensive. "The WTO is a club and first you have to accept all the rules. Then you have to settle with each member who so desires bilateral market access protocols. That's a lot of negotiation. And the other countries, they look at what rules in your country are not good enough for the WTO, so that they have to change. Russia has changed at least 100 laws or adopted new customs codes, etc. in order to become eligible for membership in the WTO," he said.
Russia officially began its WTO membership bid in 1993. Aslund says Russia's negotiating history has been uneven. "Until 2000, Russia didn't take its application very seriously; it didn't work hard on it. You can say that Russia worked hard on it the years 2000 to 20003. And during his second term, President Vladimir Putin sort of lost interest in the WTO and didn't do very much to push it," he said.
Experts say Russian President Dmitri Medvedev has been pushing very hard for WTO membership and has moved his country closer to that goal.
Robert Legvold of Columbia University in New York says Mr. Medvedev did not get much help from Prime Minister Vladimir Putin. "We had this complication that began last summer when we thought we were very close to having done the deal; most of Medvedev's people were talking about it being almost a done deal. And then suddenly, in the early part of June 2009, Prime Minister Putin said, 'We are not coming in except as part of a customs union among Russia, Belarus and Kazakhstan.' And that threw a complete monkey wrench into things and delayed it another eight or nine months until January or February of this year, when that roadblock seemed to be removed," he said.
Many experts say Russia has never been closer to becoming a member of the World Trade Organization. But some outstanding issues include limits on agricultural subsidies, encryption of smart phones and intellectual property rights, focusing on curbing illicit trade and counterfeiting in goods.
During last month's Washington summit, President Barack Obama told President Medvedev that the United States is firmly behind Russia's WTO bid. "I emphasized to President Medvedev, I emphasized to his entire delegation, and now I want to emphasize to the Russian people, we think it is not only in the interests of the Russian Federation, but [also] in the interests of the United States and in the interest of the world that Russia joins the WTO. So this is something that we want to get resolved," he said.
President Medvedev said only minor technical problems remain and he expressed the hope that they will be resolved by the end of September. But some experts say that timeframe might just be too optimistic.
US Detains 12th Person in Russian Spy Case

Federal law enforcement officials said Tuesday they are holding the 23-year-old Russian man for immigration violations and expect to deport him.
They say they began investigating the man several months ago when his name surfaced in connection to the other spies. But officials also say they do not have enough evidence for the U.S. Justice Department to pursue a criminal case against him.
The United States arrested 10 Russian agents last month and traded them Friday for four Russians jailed in Russia on charges of spying for the West. The two sides made the exchange at Vienna's international airport.
An 11th person connected to the spy ring was arrested in Cyprus but fled from authorities after he was released on bail.
On Sunday, U.S. Attorney General Eric Holder said in an interview on CBS television that the 10 Russian secret agents had received hundreds of thousands of dollars from Moscow.
He said Russia considered the 10 spies to be very important to its intelligence-gathering operations. But he said the spies did not pass any classified information to Moscow.
On Monday, The Washington Post newspaper said a telephone call from Russian spy Anna Chapman to her father led U.S. security officials to speed up the arrests of her and the nine other Russian agents working in the United States.
It said U.S. officials had been planning to arrest Chapman and the other Russians since mid-June. But after the phone call they feared one of the spies, Richard Murphy, would not return to the United States from a trip to Moscow if they did not act quickly.

Oldest Known Document Uncovered in Jerusalem

The clay fragment is not much larger than an olive, measuring just 1.27 by 1.27 centimeters. But the age of this artifact makes it hugely significant. It is nearly 3400-years-old. The fragment was recently discovered in excavations beneath a 10th century BCE (Before the Common Era) tower that dates to the time of Israel's King Solomon.
Dr. Eliat Mazar of Hebrew University in Jerusalem led the excavation that discovered the fragment. She says that it highlights the importance of Jerusalem long before Solomon's time.
"It shows a very highly skilled scribe, by a scribe that most probably sat in the court of the king of Jerusalem at the time and because it was written in Jerusalem, based on the fact that it was written on the soil from Jerusalem, that we know after examination, we know this court was here in Jerusalem meaning that Jerusalem at the time was a very significant, important capital, a royal city," said Mazar.
The text is written in cuneiform in the ancient Akkadian language. Cuneiform documents were formed by pressing a reed stylus into soft clay tablets that were later hardened in the sun. The writing style is believed to have started in ancient Mesopotamia near the mouth of the Euphrates and dates as far back as the fourth millennium BCE.
Cuneiform tablets were often used for diplomatic or official letters in the ancient Near East. Professor Wayne Horowitz of Hebrew University says that the fragment is part of a correspondence between the royal court in Jerusalem and one in Egypt. He says what the document says is not as important as what it is.
"It is the very first time that we have a Cuneiform text from Jerusalem and it's also even more special, the oldest written evident, the oldest document ever to come out of the ground in Jerusalem," said Horowitz. "Hundreds of years older than other material and it also demonstrates how important Jerusalem was in the late bronze age."
Mazar says the artifact, though small, is probably part of a larger archive, meaning that more such fragments could be discovered.
"We do believe that in Jerusalem, as it seems, an archive existed and lots of other fragments should be found just as this one," said Mazar. "This is the first one but many others should appear in more excavations in the ancient part of Jerusalem, the ancient mound of Jerusalem should reveal more fragments and an archive."
The tablet contains only five lines on one side, and four on the other, but it is 600 years older than the most ancient known written record previously excavated in Jerusalem. That document was a tablet that celebrated the completion of a water tunnel into what is known as the City of David.
